Title: Lighten the onslaught of monsters on D'Hara in one easy step

Summary:
Close one of the sea lanes to monsters so D'Hara will be on equal terms with any other gateway realm rather then getting overwhelmed with an absurd number of monsters, an onslaught which no other realm has to deal with.

Benefits:
Right now D'hara is being stormed with an unreasonably high number of monsters. It ruins gameplay because it turns BM into PVE. It's also absurd that mindless monsters and undead are now adept at sea travel. This can be solved with one simple change, close the Port Raviel-Golden Farrow sea lane for monsters and undead. Right now Port Raviel has two ways for rogues to get in. Madina has only one and if there were to be a realm in the North near Valkyria it would also have only one. Leave the shorter of the two sea lanes, Paisly to Port Raviel, so we're not immune to rogues but can at least manage them.

Exploits:

None because this would balance things so odds aren't unfairly stacked against one realm for no particular reason.

Except there is a change planned which will make monsters capable of using sea zones. Once that happens everyone will share the burden. When will this change come? Nobody knows.

It's almost like D'Hara thinks it has a right to Port Raviel. Maybe, after holding off monsters for almost an OOC year of the density-based spawn rate, with various adjustments made for D'Hara's benefit along the way, the pressure has finally eroded your hold on the western border?

The best way to defend Port Raviel is to hold, and have others hold, the entrances into it. That was always our take, back in the days, before the west was fully colonized and then removed.

Though that said, the D'Haran regions have underpar stats for their constraints.

After today's work, the naïve routefinder required for monsters to cross sea zones now functions correctly, at least for all region pairs on Dwilight.

Next step: integrate it into the monsters' actual pathfinding.
