Title: Peer reviews lack surrounding context

Summary:
Sometimes one needs more messages surrounding the reported message. In the below example it it clear that they were another message where someone else called the other a 'bas..'
yet, the message that was reported was the one after. And the prior one needs be flagged instead.

Since there is nothing linking a message to messages it is responding to, there is no way to implement this without a) massive structural changes to the message system, or b) giving those doing message review access to far too many of someone's messages.
