This was put forward ages ago, in the old email-based system and received a positive response.
To summarise:
New Message Type: Announcement
Colour: Purple.
Who can send them: Anyone (like orders)
Fills the need of: Often a normal message or report feels inadequate for a certain situation. This would help sort between the standard messages, which one can miss if skimming, and the important ones. Much like the orders message type.
Used for: anything that needs announcing (could be used seriously, for important events, or for humourous effect by the odder characters
