Cowardly Mixed Infantry as Police

Negotiators (1) take 6 hits in close combat. No casualties, making the unit retreat from the battlefield.
Total hits suffered: Attackers: 6 (6 from close combat and 0 from ranged), Defenders: 68 (68 from close combat and 0 from ranged)
Total casualties: 0 attackers, 4 defenders

My men took 0 casualties--not even wounds. Yet they retreated after 4 rounds. They were set to back, defensive, line, 25% retreat.

Is this because they are MI, and the MI code hasn't been pushed? Or because they are police in a rogue region?

I think one of your men broke a fingernail.

I have seen similar things happen before. It has nothing to do with MI, or being in a rogue region. Their morale probably just broke. Poor training, poor leadership, poor unit morale, etc? Police forces really don't like engaging in combat, so that may have had a very bad effect on their morale.
If at first you don't succeed, don't take up skydiving.

I'll stick to my rule of thumb: never recruit MI :) With the new code, I might want to reconsider.

Is being a ranged unit in melee combat without support, also part of the reason? I know archers should will flee, but MI should act like infantry in melee combat.
