Signing treaties into effect

This is all being re-evaluated as part of a rework to the treaty system. Much of it will change before it goes live. The "preview" period revealed some noticeable problems with the treaties, not the least of which was the friction mechanic.

so yeah, that's the point... what happens if not allied? just fight?

I imagine that it would be as the current "neutral" status, if you lack treaties. Aggressive units will fight, others will  not.
