Changing Realm / Moving Family Home

Two oddities I noticed after the new Estate system (note I didn't really check my options before the new Estate System got added). My character is Marche, Ruler of D'Hara, a Warrior / Trader and is currently in Agl.

He now suddenly has the option to Change his Family Home to Agl. He does have a large amount of gold on hand (500+), but I thought this option was reserved for Heroes.

Secondly, under Politics he can now join Aurvandil while not in the Capital. I thought this could only be done there?

Is this new, intended or minor bugs?

yeah.. my d'haran trader in between port nebel and mimer has the move family home option too. didn't it used to be a hero only thing?
