Can anyone give me some pointers on how to do this please?

1) Become a region lord.
2) Go to Command > Economy. Scroll to the bottom and click on the "Become the enlightened founder of a new religion..." link.
3) ???
4) Profit!

You also need gold for the initial temple.  I want to say 450, but that may be wrong.

You lose all positions when you do it, so keep that in mind.

Ah, ok. So I don't need to be part of a religion already then? For some reason I was under that impression.

You cannot be part of a religion if you are going to start a new one.
The initial cost is 300 gold, and it builds a Small Temple in the region.

This number varies, I believe. I think I've seen 300, but I also believe I've seen 450 and maybe even 500 gold as a requirement.
