If only monarchies' (and republics?) voting systems were still designed to give more votes to nobles with higher prestige, this guy could rule out of his lazy chair.

Don't prestige reducing actions only affect you if you have high prestige? I personally don't consider 10 prestige all that high, but in general I think unless reason can be given for it being higher 10 is a decent number assuming he is a new character.
