So someone has been telling me it is a good idea to have high sympathy and low fear. But wouldn't it be better to have just very high sympathy and almost no fear? instead of having it as 8:2 ratio? Or does one go down as the other increases?

Think of it in terms of the 4 'peasant variables'. High sympathy means that production, morale and loyalty will be high when the TO is done. High fear means low morale, low loyalty, but high control.  So too much fear means a lot of diplo/courtier work when the TO is done. Too much sympathy means low control, so you need to do police work/courts when done. By playing to the middle, you get decent stats across the board.

...at least in theory. Right now, all that only matters for the TO itself.

But, in the future, the fear/sympathy stats will stay beyond the TO and that's when you really shouldn't have ruined the other one.
