I am keep getting this message.

The Academy has to shut down for today because of insufficient administration.

Is there any reason why the academy won't open?

Building are more likely to shut down when the region stats are low but even at 100% there is still a random chance of the building not operating on any given day.

Before you wouldn't know it unless you actually went to visit the academy whereas now you get a message each day about it.

Like in real life, administration is pretty much a random factor.

There's morale, production and ... well, bad luck because the responsible clerk put the papers into the same drawer as his lunch and it got stains in all the wrong spots.

It is not production dependent. I thought I had made that clear above.

As with all randomness, if there's even the tiniest chance that it happens at all, there's also a chance that it happens three days in a row. Call me if it happens for a full week, that would be so unlikely that I need to check it.

It is in the sense that if you have low production it will be shut. Not that if it is shut it's because of low production. Right?

You get a different message when things are shut due to low production. Oddly enough the message mentions production. The Academy has to shut down for today because of insufficient administration I believe is always due to the random factor which does not take into account region stats.

So if it mentiones moral or production then it is directly related to the lowered stats?  How low does it need to get in order for this to be an effect?

I noticed it as high as 80%
and seen it working at low 20%

It's not black-and-white, and it differes for various buildings. Some are more susceptible to low values, others can tolerate them better.

It basically works like this: The higher the production/morale, the better the chance of the workshop operating. When production/morale drops, there's a threshold below which a chance for shutting down starts to appears. The more it drops, the higher the chance.

I had this happen for two days in a row right after I built a scout building. Not sure if that's usual, but here's the stats of my region.

production: 74%
morale: 97-100%
