Transferring sponsorship

How do you transfer sponsorship of an army (on stable, if it matters). Someone said it was by clicking "Transfer" under Home Region on the Sponsorship page, but that doesn't appear for me. I'm current in my army's home region. Do I have to actually be in the region I want to transfer it to?

You can only transfer the sponsorship to the current owner of the region where the army HQ is. If that current region owner is you, then you can't transfer the army sponsorship to anyone else, and the "Transfer" button will not be displayed.

So if I'm Duke of Krimml, say, and the army's HQ is Krimml, then I'll be able to transfer the army once I step down and someone else becomes Duke of Krimml?
