http://bugs.battlemaster.org/view.php?id=6271basically, every single secular realm position has a refusal tick box. the duke being split into a separate position should obviously come with its own refusal tick box, since it hasn't quite got there yet.
call it a bug, oversight, unfinished business, feature request... whatever...
