A large portion of that "idle" production simply does not exist until there are people there to consume. You don't need a few hundred theaters, taverns, whorehouses, breweries, etc. to feed all of 1,000 people.

Anyway, region production has no effect at all on migration.
If at first you don't succeed, don't take up skydiving.
