yes.. though you can only turn around so many times (on the same road?) before they ignore you.
if you want to see where the rest of the army is... just look it up in the army page. (region / moving/stationary) but it's not in details.. unless you are the marshal i guess... or for that matter.. just look at the region page. again.. not as detailed as a scout report.
