Please have a look at bugtracker bug 0006919 and at least 2 related (identical I believe) bugs.

It is stopping candidates from putting their name forward for elections, thus making elections void. It has been around for days, reported many times & in the forum for the new update bugs, but it is not even assigned.

It is getting pretty serious and urgent.

Unfortunatelly you cannot withdraw from the election.
Less critical of course. New issue has been opened on the bugtracker.
