This is potential gold production. Given Iashalur is far from being at max population, their real income is much, much smaller.

Do you also have more regions than nobles?  We just had two pause out of the blue, which explains why their regions' stats were so bad. >.<

You can have a region with no lord, no knights, and perfect stats. If the stats suck, either taxes are too high or it's starving.

Stats were low, and they were supposed to be raising them.  Stats stayed low because they stopped playing :(  Taxes might be too high but I don't think I can check that as a count/general.
