Quick question. Does the subsistence farming feature still exist and kick in when region populations decline to a certain point or has it been removed with recent changes to the food system and provisions?

Well, yes and no.

The explicit subsistance farming was removed, but there are features that adapt a region to its circumstances, so in a way something much like it still exists. You will not, however, get an explicit message saying that the region is subsistance farming.
