There are other fame points that can substitute. Another skill point, trader, a couple of the unknowns that are more common, etc. Over the course of two to years, with the way things are now, it shouldn't be that hard.

I set goals for RP, I'm not some fame whore who only plays to get fame points. I play my characters true to themselves. They aren't going to just get an idea in their heads because OOC I want some fame point because I want another character.

I remember discussion that it was:

5 medals and 20 fame for 4 nobles to be available, otherwise you had to donate to get that extra noble.

I think you're confusing "Noble limit" and "Active limit".

It's not that hard...find a realm with little activity, that's also a republic or democracy, and get yourself elected.

Being in the right place at the right time, for players with little experience, is really the most important thing if one wants to gain fame and position. Hence why I recommend not to bunch one's characters.
