[[Title Systems]] entry is obviously a bit out of date.

but my question is... for size/complex... when it says "nominal" population... is it talking about the max pop?

it seems curiously weird to have your title going yoyo because a load of peasants have been killed or born. ie... determined by "current pop" as opposed to "max pop"

"nominal" is our term for the stable max population (remember that it can go above that limit short-term).

I was thinking there had to be something off here. We've got a lady of a city with a maximum population of about 20,000 being called a Countess because she took over the city when its population was low.
