Serious protests when Worshipful

I've been noticing this more and more lately. The peasants protesting despite being Worshipful toward the realm. The worst case I've seen:

"Protests against the realm and civil unrest are causing serious trouble. The peasants are seriously questioning our rule. On the plus side, it improved their morale to express themselves. 53 gold are reported missing from tax collector offices after the unrest."

They're "seriously questioning our rule", causing "serious trouble" and stealing not-insignificant amounts of gold despite worshipping the realm? Why?

Lantzas has been doing this for a while now. 100% loyalty, but protests start when morale drops below about 60%.

um.. what are the stats before and after turn change before anyone does anything?

eg.. it might be great before turn change (due to a lot of work done) but then drop a ton after? sort of "artificially" high?

No, they had been Worshipful and Cheerful for ages before, and still are now.

There is a - very low - chance that something happens even if stats are perfect. I've modified it a bit to make it even more unlikely, but it should never be 0%. Sometimes, some local event just gets people upset.
