At least 50% of the Elders needs to be priest.

In my current religion, we mostly have multiple priest not as Elder.

Oh dear, tMP only has one elder left that is a priest.

If there are no elder priests left, the game will promote a random priest to elder.

Well first, there is but 1 priest, who is the elder. Second it matters little, there are another 5-6 elders, so it still won't have the 50% required.

The 50% requirements for elders to be priests only affects promotions. If less than 50% of your elders are priests, then you cannot promote non-priests to elder ranks. It will not destroy your religion.

If your faith has no priests at all, then your religion falls apart, quickly. (Note: Paused priests do count as priests.)
If at first you don't succeed, don't take up skydiving.

Can you promote a new non-priest Elder? Were there more than 50% priest Elders at some point in the past? I think the game does not auto-demote people when elder priests pause or switch class, but it will forbid other non-priests to become Elders until balance is restored.
After all it's a roleplaying game.

Until recently, all but 1 of the elders where priests.

Well, permanent priest, not permanent religion. The religion can still be destroyed by removing all of the temples.

This wasn't really all that big a deal when you could only have two or three characters. But with up to five nobles per account now, I do think that this is a possible exploit. We've discussed it a few times, but the opinion on whether or not this was an exploit was not unanimous.

A religion with no actual Priests seems pretty well hamstrung to me.  I'd be more inclined to laugh than call it abuse, myself.

well.. if you have a network of temples... after the initial preaching to get it up to a bit, i won't be too surprised if it can just sustain itself (at least won't go pagan) if no one else comes around nobbling your peasants.
