Troops hand over arrested priests to enemy

I thought we had reached a consensus on this a while ago...

Paisly's being TOed by a bunch of realms. They have no troops, three nobles (at least one of them in prison). A priest hostile to the regime comes and initiates an auto da fe to help bring down Paisly more quickly. TOing troops stop the process, arrest the priest, and hand him over to the realm they are tryig to destroy.

Makes no sense at all. I thought that it had been agreed that the dungeon you end up in should be the realm's that captured you. If 0% of the forces are florentine, and 60% are Morekian (for example), seems to me that if indeed they stop the process they should want, at least there should be 60% chances of ending up in Morek's dungeons, and 0% of ending up in Florence's...

If you do an action X in a region Y and are stopped by troops, those are ALWAYS assumed to be local troops. In this case, probably the local constable - a non-combat force.

And no, that will not change. If I were to change this, then preaching of this kind would be 100% risk-free.

But they have no local troops, and this mechanic's odds of success are based on noble-led units (which are greater in number than the local population).
