I know that Light Rabisu is the one that makes the decision but I am also rather sure it has not been mentioned that Allison has a holy relic  since she has been declared a heretic.

The elders know she has it. But it has never been declared a religious artifact. The fact that it originated with the daimons has cast quite a bit of doubt on the authenticity of the item. Not everyone considers it a relic.

It was made public. It was also pretty clear that she held it legitimately, and could do what she pleases with it.

Mathurin told her that by leaving the church as an apostate, never to return, that her oath would no longer bind her. (I forget the exact wording...) Allison thinks this was Mathurin's was of saying "I release you from your oath". Other people think differently.
