Government Systems Irrelevant?

So, are government systems irrelevant now?

It seems that even if your realm government is set to "republic" that you can still set an essentially monarchic government with an elected once ruler named King, all appointed officials and lords, etc.

Why is this? And why do we keep the realm government setting around if it doesn't mean anything? And why shouldn't you be allowed to change it as easily as you can change how the government actually works?

There are plans in place to replace the existing government systems with something more flexible, along the lines of the government settings but more powerful.

There are still certain things that are controlled by your government system. One well-known one is that in Monarchies and Theocracies, the region the Ruler is in gains a morale bonus.

And apparently that judicial 'vote of distrust' thing in Republics.

There's also the ability for the ruler to appoint himself to government positions or not and the impact of police activities.
