Question about the new Realm Theme

Is it mean to be just an introduction to how the realm is, or is it some kind of binding, non-mechanical rule just like inalienable rights? I guess its the former, but just to make sure. and maybe put an explaination somewhere on the page where it is shown, to make it clear.

It's intended to be descriptive, not prescriptiveâ€"no one should feel obligated to follow what it says.

A little explanation is not a bad idea.
