Because I just don't think most human beings are systematically and reliably capable of separating motivations in those situations. If you know that someone has engaged in an OOC action against a player (perhaps one you were friends with) and, say, you disagree with the Titans' ruling, then it is very difficult to separate your mental states.
Ditto. And even with good English skills, it's very easy to notice first-language patterns in those who speak it as a second language. And I believe the proposed system has the potential to turn into Titan/witch-hunting
