What do you mean? Is it because of the extremely high value or is it that particular RC doesn't end with a 5 or 0? because i got a 100/100 in my region.

Yes, it's possible to get a 100/100 (though incredibly rare). The 99/99 is unique because it doesn't end in 5 or 0.

Recruitment centers can only be built with training, armour, and weapons values that are multiples of 5.

Trust me, it was quite hard IC to rationalize destroying the Atamaran equivalent of a nuke - Behexed Artillery are absolutely stellar and, apparently, unique.

I do, however, think Ravendon will be bludgeoned by his Captain hard enough to make him forget suggesting they be destroyed.

I can't look up the stats right now, but are the Mystic Monks also unique? I know they do some pretty crazy stuff.
