Title: Reorganize infiltrate menu
Summary: Move every infiltrator only option into the infiltrate menu and remove the paraphernalia options in the infiltrate menu.
Details: Move every infiltrator only option into the infiltrate menu so it'll be easier for new players to find all of the things infiltrators can do. I think the only thing moved would be the listen to rumors option.
Having 2 places to send out scouts and mange paraphernalia is redundant. At the very least move the paraphernalia options under the infiltrating options like how they are in the orders menu.
Possible Downsides or Exploits: Older players will need to adjust to the new order
