Courtier Work - Too much?

I have not come across this message before. It occured in a region with only one courtier working, and three diplomats. Does diplomatic work count towards courtier work?

Ah, I suspect that there were at least three courtiers there as well, at first. My character was there, as well as another which I think was a courtier. I left when I started getting that message (if this is where I am thinking).

Ah, not the region I was thinking about then. We had a situation similar to this on another island  ;D

I am also beginning to think that Priests work and civil work may also count.

Anyone able to shed some light on these questions?

I like that you can't civil/priest farm a region to where you want it right away. It ensures that there is little benefit to more people or player activity. The regions feel more like a npc than a game-piece when you can't just fix them.

Higher player activity makes it more difficult for anyone to do anything successfully. Instead of a bunch of different people doing different work summing together to be greater than working alone they actually make their work worth very little.
