Granaries needed so peasants can eat?!?!?!

A player in a starving region just claimed that his region was starving because the granary was too damaged. He said the granary is needed to distribute food so even if there's food in the region the peasants can't eat it.

Is this a thing? I've never heard of that and I've been playing since well before the new food and trade system came about. I thought granaries were for storing food so you could keep it for longer periods before it rots.

The wiki's got nothing. Is this how it really works?

It has nothing to with the granaries although there is a chance it's mentioned for flavor in the starvation next. When regions get food they have to distribute the food so starvation can last a few days longer depending on how far along it was.
