Is there a character limit with bulletins?

I was editing the judge's bulletin today when I noticed something got cut off that I originally had on there after I added a line. 

Has there always been a character limit and I just never noticed it before?  Is this a bug or is this something new that was recently added?

Yes.

I think the max is 5000 characters or words?
