Can coastal regions be TO'ed on stable islands?

Any island with sea zones can use the coastal connection to do takeovers.

This text is probably a bit misleading then: "You can not take over a region that does not border your realm or is accessible by sea." The logical assumption is that sea zones=accessible by sea, but I guess it is not.  ???
