Rulers can select whether lords are elected or appointed. Those are their only choices. If you mean something else, then please explain.
Apologies if my post was cryptic. I was assuming the ruler has a really different panel than when I experienced the position but it seems to be the same in this regard.
Since there doesn't seem to be any of the stuff I mentioned. I think I'll go and take a trip to the feature request section
