They aren't sacrificing anything at all, as it'd be much, much easier to deal with them if they actually had a unit, regadless of movements showing up on scout reports or not.

But you can at least ambush infils with units. If you have a large enough force, they can be auto-captured. Otherwise, they risk a wound or capture in battle. As such, they have much greater freedom of movement just thanks to the fact they don't need to worry about battles. Or keeping their soldiers paid either, for that matter,
