Can a duchy with a stronghold but no city secede?

Since strongholds can be capitals it seems to me that they should but the question has been raised and now I am uncertain.
After all it's a roleplaying game.

No. This is one of the differences between the two. I dont think this has changed. 
If at first you don't succeed, don't take up skydiving.
