Secret Cult

Has this possibility been explored before? It would be like a secret society for a religeon. I think it would work best on a temple to temple basis. You can create a hidden temple which doesn't appear on the region description. When a priest does a "estimate religeon" sweep they can get the message you hear rumors of a secret cult of (religeon name) you estimate they make up  X% of the population. Also when you persecute heretics there is a chance that you discover the hidden temple and destroy it.

To supplement this how about a "preach in secret" option maybe one only possible with a hidden temple which gets much fewer converts but is not reported to the region lord.

There's a fundamental problem with the notion of "preaching in secret."

If this were ever to be implemented (which it won't be), you'd be converting maybe 2-3 peasants a day. In a city. Of 80k+ peasants.

You could infiltrate a religion into a realm that opposes it.

It sounds like an incredible amount of work to implement. And, really, you should be focusing more on the nobles than in the mechanics.
