Thalmarkin also has some small hordes here and there, but nothing too impossible.
We've been seeing nobles with many many scrolls (+15) to have 'magic accidents' though. So these scrolls go off on their own (punishment for holding on to too many scrolls?) 
I despise that new code, damn you devs!
I've had 4 scrolls go off 'accidently' already :-(
