Capital unchanged after previous capital secedes

After Grehk seceded from Rio, the capital of Rio is still displayed as Grehk. Further, the ruler is unable to move the capital because

Hm. I'll have to look into it, but off the top of my head, I believe that's a bug; it's supposed to let you move your capital when your current capital isn't owned by your realm.

It's because the region (proposed new capital) is marked as not peaceful. Regions with recent battles or looting are marked as not peaceful and it takes 1-2 days to return to peaceful status (without further battles or looting). This info is regularly provided on regional reports.

While I can understand that limitation if the realm has a capital already, it seems gratuitous when the realm does not.

Is there a requirement that the capital need to be at core control? I am pretty sure that region control drops right?

That's not a requirement, just a good idea.

It is, however, a much better idea to have a capital than no capital.
