It's a effort/reward thing for the player-made ones. I did one (read: a few) back in the day because I wanted to, not because it really did anything for me. But if you let people set a cost, that creates a reward for those players that run good newspapers.

Not that I'm against starting small. By all means, start small and easy. Build from there. Having some idea of where you're building to though. I'm all for having a free one created by the game or run by the devs though, as it'll give people some idea what the system can do (that is, it lets us show off what you can do with it all).
