Me. It's very useful if you are 1 hour away from arriving somewhere and don't want to arrive there next turn. It improves morale. It's free.

Wouldn't delay arrival be better for that?

You can't use delay arrival indefinitely. You can always use all your hours by resting.

Used that a lot during the Lurian wars. Comes in handy during long campaigns far from home.
