Ok, maybe a little ridiculous, but if this proofs easy to code, i think it is a great scroll.
Scrolls shouldn't be to powerfully game changing but rather fun RP potential in my opinion.

So what the Gambrinus(Jan Primus, Hertog/Duke Jan, historical/mythical figure) scroll does is auto refill all beer kegs in a certain area over a certain period of time, very handy for advies, and powerful to attract advies.
Additionally it could also slightly improve morale and or/loyalty in all regions in this area, reflecting a vast if not endless supply of beer in the area.
Also if a Tournament is held in this area, people can give out free rounds of beer.

Beer has always been an important element in  many rps, especially tournaments from what i remember.
A scroll like this could offer great RP potential.

Since my idea for weather scrolls was bounced, i figured i should opt this one. :P

The one beer(scroll) to rule them all!

If thats the problem, then kegs or even half of the available kegs could be refilled only once in the region where the spell is cast, instead of the whole vicinity.

The fun thing is that a lord can announce having such scroll to all advies he can contact, asking them to come to his region and hunt the rogues there.
As an extra reward for riding the region of such, the advies are given free beer by the use of this scroll.
Obviously a Lord could call a bluff and attract advies without having any scroll at all :P

My character is carrying around 39 kegs. With this scroll, he can fill them all up. XD

It'd be more likely to find approval if it were each adventurer having a chance of having a single empty keg filled.

That is horrible. Why would anyone make a scroll for something like that when you can buy one from a market place. I think the idea is fine since scrolls are hard to come by.

I dont understand why you find this to be too powerful.
What your proposing is way to underpowered.
I agree with Zakky, i wouldnt care for a scroll that 'could' refill only one keg.

If Beer was endless, i agree the whole resting part of the advy game would become useless.
But its easy to fine tune its effects.
and besides, as Zakky stated, scrolls are very rare.
