Sirion always wanted to give Oligarch out, but in its own terms. Maybe it changed when Ecthelion took the city, but he's history now.

I don't recall the Xavax ever being offered Oligarch in the original negotiations. Was it closed door, perhaps?

Yes, in my time we intended to give it away. Then Garas took it... and then Ecthelion took it. Annnndddd then, the tax system changed and we had a bunch of Xavax taking Sirion from inside with a Ducal position, a Judge, a General, etc... so, it was better to give them Oligarch/Krimml and keep Slimbar. The plan was to form something in Slimbar as well, but that was just plain crazy.
