Why does scouting take time from the time pool?

Just wondering, why does sending out a scout take an hour per scout to do.. It seems odd to me that giving an order like that would take time out of the time pool, when something like doing any financial actions does not..

Is there a reason for that?
A good chess player plays 3 moves ahead, A great chess player plays 1 move ahead, but it's always the right move.

You have to take time to review the information returned by the scout. You don't just automatically know what the scout knows.

Probably shouldn't ask questions like this, lest the dev's think it would be more realistic for a scout to take two turns to complete a mission; there and back.

We did that once, for a couple weeks. You're right, it sucked.

Broad rule, things that only affect you in a non-significant way take no hours, things have collective benefits cost hours.
