Is that a mechanic? It'd be interesting to confirm if hearing rumors about a battle messes with the values a bit, since... Well... Word of mouth and all.

Yes, it's been a mechanic for as long as I can remember, since 2005. Do note where it says Estimated strengths. You didn't think scribes were there checking the ID of and documenting every single participant before they were allowed on the battlefield, did you? Don't worry, battlefield participant fraud was not a huge medieval concern.
