Title: Harsh courts message for merciful

I received the following when holding a merciful court:

"Morale rises by 7 % to 95 %. Some independence movement members are thrown into jail, weakening their group."

Is this a correct outcome for a merciful court?

It is one rare, but possible, outcome.
