That's simply it. You believe that scribes are demons, those who share scribes notes practice witchcraft. Any letters handed to you are viewed with some skepticism.

It could work as an aspect of a religion, but not the focus.

They know the art of letters, words, and numbers and they aren't nobility, so clearly they must be practicing some form of witchcraft, magicks, daemon worshiping, etc. How else would they have learned it?
Obviously they should not be trusted.

Ya know, the illiterates of Outer Tilog really have a step up on this--they can't read, so the scribes can't trick them.

Their scribes write out the scribe reports in pictograms. They lie by drawing the wrong pictures. :D
