Title: Buying provisions at allied city not possible?

Good Day!
Were wondering why i cant buy provisions from allied city?
Ar Agyrian noble at Thalmarkins capital Unger:

I have 30% provisions and good amount of gold at hand. I think i have bought provisions earlier outside own realm... but cant be 100% sure.

Does the city definitely have food?

Not sure, atleast it doesnt show starvation or hunger on region page. It has marketplace and granaries.

Use the visit temples button to see if they have food.
