Title: No army creation

I'm trying to gather some information about the bug that prevents army creation:

Seemingly some people can create armies, so I'm wondering if there's perhaps a work-around until the bug can be addressed. Is anyone here able to create armies? What class are you, what type of region do you command, have you already sponsored any armies?

I believe that it's people who are already sponsors of an army.
