I recently became a priest and was looking to give a private sermon, but the option to request it did not appear for the player requesting the sermon. I told him it was in actions but apparently it didn't show up.
So I am just wondering, does a priest need a certain level of Oratory skill before they can give private sermons? is there some other limitation to consider?
Yes, a priest needs to be considered 'renowned' before he can give private sermons. Whether this is tied to Elder Status or a certain Oratory Skill or something else, I do not know.

So, all elder priests of a religion, no matter the preaching skill level?
My priest only gave one private sermon. He was very high skill level, though, so not really a good example. But he definitely had to be an elder to do it. I do think that there is a skill level requirement, though.
