Does anyone know the actual effect of using units designated as Police in battle? Higher morale loss after? Lowered CS in battle? More likely to break and flee the field? All of the above?

I think its lower morale and organisation (not sure about the latter).

I just tested, and the CS of the unit doesn't seem to drop, nor does the standing units morale. That leads me to believe they must be effects that only happen in the battle, rather then things that affect the visible unit stats.

Morale suffers hugely, they take much higher casualties.

Their morale is greatly reduced, that is all. The rest are consequences of low morale.

Thanks for the response - much appreciated. One thing, though: do you mean morale in battle so they'll flee more easily, or do you mean police units suffer a greater loss of the Morale stat after a battle?

The first. It takes a lot less casualties for a police unit to break and run as compared to other troop designations.

No problem. I generally try to clarify what players already found out with actual facts that hopefully make it to the wiki. If police units are involved in battles then they will suffer morale penalties during battle that will most likely result in significant morale loss after battles.
